Deputy Chief of Curriculum and Instruction

 

Position Summary: The New York City (NYC) school system is the largest in the country, composed of approximately 1.1 million students and 80,000+ teachers in over 1,800 schools.

 

Reporting to the Chief of Curriculum and Instruction - Teaching and Learning, the Deputy Chief of Office of Curriculum and Instruction (CI) is responsible for supporting the Chief of CI in selecting, developing, and supporting the implementation of high-quality curricula, including digital curricula, instructional resources, guidance‎, programs, and periodic assessments in all core content areas across NYC public schools. The Deputy Chief also works to ensure curricular and instructional coherence through high-quality professional learning opportunities that connect New York State standards to content, skills, and research-based practices. The Deputy Chief of CI supports educators across the system including stakeholders in other Central Office divisions, superintendents (and their teams), principals, and teachers with building capacity, shifting mindsets, and deepening content knowledge and pedagogy.

 

A key goal of the Office of Curriculum and Instruction (CI) is to align NYC Public Schools’ curricula, resources, and professional learning to the New York State Learning Standards. CI works to ensure that curricular resources are integrated and implemented at each district and school through coaching of stakeholders in service of students and families. CI works to systematically implement high-quality curriculum, instructional resources, and effective practices across the relevant content areas to serve the diverse needs of schools and students in NYC.

 

The Deputy Chief manages numerous content teams and initiatives across CI to support the design, implementation, assessment, alignment and scale-up of curriculum across schools in NYC Public Schools. The Deputy Chief works to support coherence across work streams within CI and more broadly across NYC Public Schools. The Deputy Chief of Curriculum, Instruction and Assessment will oversee curriculum, instruction, and assessment and will serve as the liaison to the Division of Teaching and Learning and other NYC Public School divisions, as well as to the New York State Education Department.

 

The Deputy Chief develops and promotes coherent cross-division scope and sequences that influence professional development plans and training for Superintendents, Principals, district staff, and school staff. The Deputy Chief makes program and policy decisions, develops strategies, and offers additional support to the Chief of Curriculum and Instruction and their leadership team, and strategically designs systems and structures that create coherence across the work of the division and office. The Deputy Chief of Curriculum and Instruction aligns the work of CI with the Chancellor’s vision and priorities. Performs related work.

 

Reports to:  Chief of Curriculum and Instruction - Teaching and Learning

Direct Reports: Executive Directors of Content Teams, Core Curriculum, and Strategy and Implementation

 

Key Relationships: Work closely with Chancellor’s Office, Deputy Chancellor of Teaching and Learning, Deputy Chancellor for School Leadership, Division of Specialized Instruction and Student Support, Division of Multilingual Learners and other divisions in NYC Public Schools, leadership team members of DT&L, District Teams, superintendents, principals, schools, NYSED, and  external organizations and partners.

 

Responsibilities

 

Programs and Teams Management

 

·         Manage various content team across CI, including STEM, Literacy/AIS, Social Studies, Arts, and, Periodic Assessment, and School Libraries

·         Represent the Chief of CI in internal and external high-level meetings, making key policy decisions related to curriculum, instruction, professional learning, and assessments

·         Establish, direct, monitor, and assess short- and long-term team goals, professional development priorities, implementation goals, and program goals.

·         Establish, review, and assess scope and sequence for all instructional resources and professional learning.

·         Serve as a member of the DT&L leadership team. 

·         Develop systems for office-wide professional learning and instructional priorities.

·         Create and analyze curricular, instructional, professional learning, and other data reports to determine trends, needs, and effectiveness; advise DT&L/NYC Public Schools leadership as needed.

·         Develop and execute strategic plans for cohesion across all CI teams.

·         Manage systems and structures for curricular and instructional cohesion across CI and other departments within NYC Public Schools.

·         Manage instructional initiatives, goals, resources, and professional learning for summer learning

·         Develop instructional resources, professional learning supports, and communications to the field.

·         Support instructional leaders (Superintendents, administrators, district staff, coaches, lead teachers, staff developers, and mentors) to develop cohesive strategies for the implementation of curriculum, instruction, professional learning, and assessments

·         Evaluate all resources for alignment to office and division instructional priorities.

·         Direct the content development of online resource platforms to share instructional resources.

·         Manage the content of, enhancements to, and maintenance of, CI sharing platforms; develop systems and structures to improve functionality and user experience.

·         Manage, set, and monitor short- and long-term goals of the CI office, in alignment with Division goals and the Chancellor’s vision, goals, and priorities.

·         Assess curricular, instructional, and professional learning needs of various constituents and stakeholders in the field and at Central.

·         Research, create, and direct the instructional trajectory for all stakeholders receiving CI supports and resources. Adjust content based on evaluative feedback, as needed.

·         Research, identify, and create instructional resources and strategies to share best practices, and outline a vision for CI knowledge-sharing and instructional expectations for all teams.

 

Collaboration/Communication

  

·         In collaboration with CI leadership, direct the design, planning, and execution of office-wide meetings and professional development opportunities, ensuring coherence across the office.

·         In collaboration with CI leadership, direct the setting of office-wide and team goals, overseeing and engaging in the instructional strategy, cohesion, and performance management processes and project planning across the office.

·         Design, direct, and implement structures and practices that advance a professional learning culture designed to assist schools in improving student achievement, accelerating student progress, and advancing professional development.

·         Coordinate and lead literacy and math resource strategy with support and guidance from content experts and CI Leadership.

·         Develop and coordinate relationships with a variety of external partners to support core content and the arts.

·         Design systems for and direct all teams to ensure coherence across the office.

·         Lead and direct the collaboration with other central NYC Public School teams to align instructional and policy efforts to the work of the CI and bring coherence to department-wide initiatives.

 

Program Planning and Analysis

  

·         Design, direct, and manage CI evaluation program to track stakeholder and audience satisfaction and use feedback on program effectiveness to inform program changes/recommendations.

·         Direct evaluation team to systematically gather and synthesize information.

·         Offer critical instructional and pedagogical insight to refine goals and the learning trajectories of individual audiences.

·         Direct and lead innovative professional learning models, e.g., the collaborative action research process; create a system for sharing and learning system-wide.

·         Direct the office and division teams in the implementation of newly developed professional learning models, schools programs, resources, and tools. Guide the formative and summative evaluation of school programs and new professional learning models; evaluate their alignment to division and office priorities.

·         Develop and direct the strategic plan to increase coherence around the sharing of instructional work via technology platforms. 

Policy Oversight and Staff Supervision

  

·         Design and direct translation of research and policy to the work of the office. Guide policy implementation work across CI.

·         Oversee the development of key leadership initiatives; act with significant discretion as an advisor to the Chief of Curriculum and Instruction.

·         Set and direct policy for, and oversee the implementation of a strategic communication plan for CI.

·         Research, evaluate, set and direct policy for citywide curriculum, instruction, and professional learning, including cross-divisional work, and the creation of innovative school programs and professional learning models; direct the CI office regarding policy implementation.

·         Liaise with several organizations within NYC Public Schools and affiliated external partners to ensure quality instructional cohesion regarding professional learning programs and instruction; make recommendations to senior leadership for short- and long-term program development, integration, and evaluation.

·         Collaborate and assist with finance team on budget and operations; set budget priorities and strategy.

 

Qualification Requirements:

 

Minimum

 

Must currently possess or will possess by date of hire, New York State certification as a school district administrator (SDA) or school district leader (SDL).  Please Note: We do not accept internship certificates.

Plus

 

·         Deep knowledge of curriculum, curriculum theory, instruction, and evidence-based practices.

·         Strong foundation in research and evaluation.

·         Knowledgeable regarding collaborative action research and improvement science theories.

·         Substantial knowledge of the New York State Learning Standards and experience working from a policy perspective to implement the standards.

·         Strong analytical skills and ability to understand, analyze, and address complex educational issues.                                                                                                                           

·         Ability to develop, plan, and implement short- and long-range goals, establish priorities, organize resources, interpret needs, identify and address risks, and develop integrated, creative solutions.

·         Proficient in NYC Public Schools web-based programs.

·         Highly developed research, writing, and editing skills.

 

Preferred

 

·         5 – 10 years’ experience as a school principal of a large elementary, middle, or high school.

·         3-5 years’ experience as a systems leader, specifically supporting the implementation of instructional leadership

·         Experience in multiple team management of large and diverse teams.

·         Exceptional facilitation skills with the ability to troubleshoot, problem-solve, and anticipate issues needing resolution.

·         Outstanding presentation skills, including strong oral and written communication skills.

·         Experience guiding school professionals to improve achievement.

·         Strong attention to detail and extremely well organized with the ability to meet frequent and changing deadlines.

·         Strong interpersonal leadership skills and an exceptional ability to manage complex relationships.

·         Ability to manage many projects and prioritize well.

·         Knowledge of collaborative inquiry theory and process.

·         Knowledge of curriculum design and experience leading cross-functional projects.

 

Salary: $129,014 - $197, 944.
