Deputy Executive Director of Teacher Development, Induction & Leadership, TRQ

Position Summary: The Office of Teacher Recruitment and Quality (TRQ) is responsible for the recruitment of high-quality teachers to meet the staffing needs of New York City Public Schools (NYCPS), developing initiatives to promote the equitable and quality distribution of teachers across all schools and creating a career ladder for teachers throughout the system. Research has repeatedly shown that teacher quality is the single most important variable in raising student learning. The Office accomplishes its work through a strategic, data-driven approach. TRQ’s responsibilities include:

 

o    serving as the primary marketing agent and source of information to individuals seeking to become NYCPS teachers to recruit a large, high quality and diverse pool of candidates;

o    designing and managing recruitment initiatives, programs and pathways for individuals to become NYC teachers, especially to address subject and geographic shortage areas;

o    selecting a high-quality pool of candidates to become NYC teachers through rigorous, research-driven, screening processes;

o    designing and implementing high-quality field experiences for teacher candidates in both alternative certification and traditional pathways;

o    providing strategic assistance to schools to help them make optimal, local hiring decisions; and

o    leading teacher portfolio initiatives including incentives to promote an equitable distribution of teachers across all schools and ensure that all students are served by highly effective educators.

o    leading centralized strategies to support the induction, career development and retention of teachers citywide

 

The Teacher Development, Induction & Leadership Teams of TRQ, works to ensure that new teachers are well-prepared for and supported in their beginning years as teachers and promote initiatives, like teacher leadership, to support the development and retention of experienced educators city-wide. The incumbent ensures that all new teachers have access to the resources, training and support they need to be successful in their first year and that clear plans and strategies are in place for ongoing support and career development are in place for experienced educators. The position provides thoughtful leadership and supervision to TRQ focused on the teacher development continuum from pre-service through in-service.  The Deputy Executive Director collaborates across multiple stakeholder groups from districts, nonprofits, New York State to schools of education to ensure a cohesive and strategic approach to new teacher development, induction and career advancement.  In addition, the position will work closely on a leadership team of the Office of Teacher Recruitment, including the Executive Director, Senior Deputy Executive Director, Chief of Staff and Director of Program Operations, as well as Senior Directors across TRQ to ensure teamwide success in reaching ambitious goals. Performs related work.

 

Reports to: Executive Director, Teacher Recruitment & Quality

 

Direct Reports: Senior Director of Teacher Development, Senior Director Induction and Career Development, and Senior Director of Teacher Preparation Programs

 

Key Relationships: Staff within TRQ, Instructional leads within the Division of School Leadership, Office of the First Deputy Chancellor, the New York State and U.S. Departments of Education, education nonprofit organizations, City Hall, local university schools of education, United Federation of Teachers.

 

Responsibilities

 

Leadership and Supervision

 

·         Supervise the work and functions of three distinct teams within TRQ focused on the teacher development continuum, whose work supports and oversees the design and implementation of programming for thousands of new teachers annually.

·         Support Senior Leadership in overseeing the work and functions of instructional staff and ensure high-quality professional development for all staff.

·         Review and evaluate staff performance.

·         Build a collaborative, open, high-achieving team culture focused on developing strong teacher development continuum programs and relationships with schools, and achievement of meaningful results for our schools.

·         Supervise the activities and professional staff in the administration of funded programs. Manage program plans and costs against a budget that is supported by multiple funding streams and reporting requirements.

·         Oversee and coordinate activities of contracted vendors and representatives from DHR related to the development and success of pre-service teacher programs.

 

Strategic Policy

 

·         Provide high-level policy expertise, based on NYSED’s certification requirements in various certification pathways, on the needs of pre-service teachers and the public schools who help to train, recruit, and hire them.

·         Advise the Senior Leadership, and collaborating teams/offices, on policies and best practices for teacher development and new teacher onboarding.

·         Participate in and/or lead cross-divisional collaboration, e.g. working groups, to create coherence and pedagogical alignment of teacher preparation programs with NYCPS instructional vision.

·         Provide high-level policy advice to senior leadership regarding program design, development and management and decisions affecting the terms and conditions of successful completion of pre-service training; oversee projects that support change management of policies as needed.

 

Quality Training and Professional Learning Across the Continuum

 

·         Lead the design and implementation of a comprehensive strategy from pre-service training for the NYC Teaching Fellows and NYC Teaching Collaborative programs, early career development and induction, ongoing professional development and career development.

·         Oversee the design and implementation of development training for in-service teachers in certification extension programs to gain essential skills that will qualify them for additional state certification as well as ensure CTLE and A+ program offerings align with key instructional priorities.

·         Oversee Senior Directors in the focus the delivery of professional development to school-based staff, in support of improving knowledge of the NYCPS’s instructional vision and skills in teacher development, as well as the quality of programs.

·         Collaborate across TRQ, DHR and other stakeholders to support continued commitment to programming to support the recruitment and retention of a diverse teaching force.

·         Ensure that thousands of school-based staff serving as instructors and coaching staff for new teachers deliver a high level of support, including the scope of work and programmatic responsibilities, scope and sequence of training, and performance evaluation of program activities.

·         Collaborate with Superintendents and other key NYCPS stakeholders to troubleshoot implementation concerns related to programming.

·         Develop appropriate drivers for professional development and technical assistance aligned with instructional program priorities and needs.

 

Program Research, Evaluation, and Continuous Improvement

 

·         Working with Senior Directors, evaluate program impact and efficacy and produce options for continuous improvement of teacher development continuum programs, including the development of presentations, reports and analyses on plans, programs, activities and operations to inform high-level policy discussion about teacher preparation.

·         Collaborate with leaders in TRQ, DHR and across NYCPS ensure continuous improvement and effective focus and delivery of programs

·         Evaluate available research and current best practices across the NYCPS and in other districts to support the team in identifying key goals/priorities for teacher preparation based on knowledge of best practices in the field.

·         Serve as the primary point of contact for both internal and external inquiries about our teacher development continuum programming.

 

Executive Team Leadership

 

·         Play a key leadership role on the Executive team of the Office of Teacher Recruitment and Quality that supports a positive and high performing team culture.

·         Advise on the overall vision and direction of the office in service of NYCPS schools and students.

·         Develop and oversee team-level goals, work plans and progress monitoring to support Executive level priorities.

·         Operate with a data driven orientation to ensure that team-level efforts are informed by key metrics, ongoing evaluation and continuous improvement.

·         Support the development of teamwide professional development and management plans.

·         Collaborate effectively with colleagues across the Executive team and model these practices across the team and with partners.

 

Qualification Requirements:

 

Minimum

 

Must currently possess a New York State Certification as a School District Administrator (SDA); School District Leader (SDL); or the Administrator Certificate plus Superintendent Extension. Please Note: We do not accept internship certificates.

Preferred

 

·         Five (5) or more years of satisfactory, full time teaching experience in a K-12 setting or in a related area within the NYCPS.

·         Experience as school and/or district leader in a K-12 setting or related experience within the NYCPS.

·         Experience piloting and scaling new initiatives in NYCPS or in a related organization.

·         A commitment to our organization’s mission.

·         Experience designing professional learning curriculum for in-service and/or pre-service teachers

·         Prior experience with management of large-scale projects and/or programs, including management of full-time staff

·         Expert knowledge of the principles of adult learning and ability to apply those principles to the design and implementation of training and development experiences for entry-level and mid-career professionals. Must possess superior adult facilitation skills.

·         Strong program management skills, with the ability to plan, organize, develop, and lead the implementation of programs and large-scale projects on a school/district/or citywide basis.

·         Demonstrated experience identifying, incorporating and scaling instructional priorities across programs and/or schools.

·         Prior experience working with and designing structured learning experiences for teachers across the development continuum, including the use of student outcome data to inform teacher development.

·         Skill in reviewing and assessing policies at the city, state and national level to develop recommendations for systems-level change.

·         Strong leadership, relationship-building and communication skills.

·         Strong people management and communication skills, with the ability to mentor and coach employees to continuously improve their performance and achieve positive outcomes for themselves as well as for the programs they serve.

·         Excellent analytical skills including experience working with qualitative and quantitative data.

·         Ability to assess program quality, use assessment outcomes to assist programs in developing quality improvement goals and strategies, and assist programs in achieving these goals.

·         Ability to work effectively with others at all levels of an organization and to consistently display a high level of professionalism in all interactions.

 

Salary: $147,283
