Regional Partnership Center Citywide Director, SEO
Position Summary: The NYC Regional Partnership Center (RPC) Citywide Director will lead the NYC Regional Partnership Center (NYC RPC) Program to ensure professional development and school supports have impact and bolster existing New York City Public Schools (NYCPS) programs. The NYC RPC Citywide Director is a high-level leader who is responsible for ensuring the program meets its annual goals, objectives, and deliverables according to State and City mandates, and oversees all NYC RPC activities. This individual will be responsible for ensuring that all specialists and technical assistance providers of the program are special education experts adept at reaching the needs of adult learners. The Citywide Director will ensure that RPC staff engage in ongoing professional development as required by the NYCPS and New York State Education Department (NYSED) as well as identify and address regional issues/concerns and professional development needs of the special education technical assistance providers. The Citywide Director is an instructional leader who will set the vision for technical assistance in NYC and ensure coherence with NYCPS initiatives.
The RPC Citywide Coordinator will design a plan to maximize the reach and impact of RPC staff, as well as integration with other NYCPS special education initiatives and professional development and monitor the impact of RPC professional learning and supports. Performs related work.

Key Relationships: NYSED, NYCPS Special Education Office Executive Directors, Division of Teaching and Learning, superintendents and staff from other school support structures, Family, Community and Student Empowerment, community and university partners, vendors and schools.
Responsibilities
- Ensures that regional work plans are aligned to NYSED contract deliverables, the Chancellor’s goals and priorities, and key policies and priorities identified by the Special Education Office.
- Supervises NYC RPC staff in planning and development of the annual service plans and coordinates the program among the various districts and citywide programs; shares feedback and advises Special Education Office leadership on local implementation of special education policies.
- Creates strategic plan for maximizing impact of RPC staff including coordinating, facilitating and participating in the development of the NYSED regional work plan.
- Ensures that regional work plans are aligned to NYSED contract deliverables, the Chancellor’s goals and priorities, and key priorities identified by the Special Education Office.
- Establishes a process to identify, prioritize and reach agreement on regional training needs; develops a process for reviewing requests for services of RPC staff, and communicates regularly regarding the activities of regional providers.
- Facilitates sharing of NYSED resources and training opportunities with all applicable NYCPS entities, including the Chief of Special Education, superintendents, school support organizations and schools, special education administrators, and other NYSED school improvement providers, as applicable, to ensure coherence and consistency.
- Represents the NYC RPC in high level meetings with New York State Education Department and NYCPS offices, liaises with NYSED, works collaboratively with other RPCs, and represents NYC specific needs to NYSED.
- Supervises NYCPS RPC staff in planning and development of the annual service plans and coordinates the program among the various districts and citywide programs
- Analyzes impact of program, reports on impact to NYCPS officials and key stakeholders, and ensures RPC staff complete required NYSED reporting and record keeping.
- Manages large staff, providing clear, high expectations and appropriate guidance, oversight and performance management.
- Maintains oversight responsibility and working relationships with various RPC sites throughout the City and State in the implementation of programs regarding staff, equipment, monitoring reports and pre/post evaluations.
- Leads relevant workgroups and collaborative activities, both within the RPC network and with the broader community of NYSED funded networks and technical assistance providers and facilitates articulation of a common vision among these groups.
- Develops, maintains, manages and assesses programmatic budget and funding modifications, working closely with the NYSED.
- Reviews regional improvement plans for consistency with priorities established through the regional planning process, activities that will lead to improved outcomes, consistency with NYSED requirements, and timely submission to NYSED.
- Models reflective practices by participating in NYSED required professional development, statewide meetings and workgroups, requiring some travel.
- Reviews support plans, Targeted Skills Group (TSG) plans, and regional learning plans and reports of progress consistent development and implementation within the guidelines established, documentation of school improvement activities that are reasonably calculated to lead to systemic instructional change, reports of progress, and consistency with NYSED requirements and timelines.
- Supervises the Systems Change Facilitators (SCFs) in their review of support plans, Targeted Skills Group (TSG) plans, and regional learning plans and reports of progress from the specialists for consistent development and implementation within the guidelines established, documentation of school improvement activities that are reasonably calculated to lead to systemic instructional change, reports of progress, and consistency with NYSED requirements and timelines.
- Supports SCFs in the adoption of performance management strategies for staff, assessing each staff member for areas of improvement and learning preferences.
- Coaches SCFs in effectively managing their teams, including delegation, time management, difficult conversations, de-escalating situations, navigating staffing issues, resolving conflicts, and leading teams through organizational change.
Qualification Requirements:
Minimum
Must currently possess or will possess by date of hire, New York State certification as a school district administrator (SDA) or school district leader (SDL); or the Administrator Certificate plus Superintendent extension. Please Note: We do not accept internship certificates.

Plus
- Master’s Degree in special education, psychology, school psychology, reading or speech and language; OR Bachelor’s Degree in special education, psychology, school psychology, reading or speech and language and a Master’s Degree in education and/or educational administration.
- Minimum of five (5) years satisfactory direct teaching and/or providing related services to students with disabilities in a school setting.
- Minimum of two (2) years satisfactory school or district administrative experience.
- Demonstrated experience in supervising staff toward higher performance.
- Experience researching, organizing, creating and conducting professional development according to research based best practices for adult learning.
- Knowledgeable about NYCPS instructional priorities.
- Deep understanding of New York State laws and regulations relating to the provision of instruction and services to general and special education students and best practices for their implementation.
- Significant knowledge of research based best practices in the classroom and in adult learning.
- Knowledge of curriculum and instruction, including the NYS Next Generation Learning Standards.
Preferred
- Knowledge of research-based practices in the areas of literacy instruction, behavioral supports and interventions, specially-designed instructional practices, culturally responsive education, post-secondary transition planning and multi-tiered systems of support (MTSS).
- Experience in providing high quality professional development and in implementing school improvement initiatives consistent with research-based implementation practices.
- Extensive background and experience in special education assessment and instruction.
- Experience with writing grant proposals and overseeing grant budgets.
- Collaborative approach to managing projects and activities.
- Knowledge of NYCPS instructional initiatives, mandates, curricula requirements and operational resources.
- Highly efficient with the ability to manage a tactical/strategic project.
Salary: $152,070 - $191,000
