Director for Multilingual Learners/English Language Learners, OFDC
Position Summary: Under the leadership and direction of the Superintendent (or designee), the Director for Multilingual Learners/English Language Learners, Superintendent's offices will provide coordination of instructional and compliance support and guidance to principals, assistant principals, and teachers to strengthen their teaching and learning skills and implement the Chancellor's vision to reimagine the student experience and provide a rigorous academic program to improve achievement for MLL/ELL students. The Director for Multilingual Learners/English Language Learners (DML/ELL) is responsible for coordinating the design, creation, and facilitation of professional learning focused on instructional, compliance support and for school-based staff. The DML/ELL collaborates with other Superintendent's office instructional team members in supporting school leaders as they design and implementation of MLL/ELL instructional practices aligned to the School/District Comprehensive Education planning, respond to New York City Public Schools (NYCPS) School/District Accountability, including Comprehensive Support & Improvement (CSI), CSI Receivership, Targeted Support & Improvement (TSI), and prepare for federal and state monitoring visits.
The Director for Multilingual Learners/English Language Learners will work closely with the Division of Inclusive and Accessible Learning (DIAL), and with other educational leaders within a designated geographic area to ensure that the vision and mission of the MLL/ELL is shared and reflected in the practices of all Superintendent’s office team members and the schools they serve. The Director will also be responsible for ensuring that an MLL/ELL team of experts effectively carries out the priorities set by DIAL. The Director will supervise the MLL/ELL compliance support staff, the Multilingual Learner/English Language Learner (MLL/ELL) Compliance and Performance Specialists and will collaborate with MLL Services Administrators (in the assigned caseload) in training school-based staff on MLL/ELL instructional issues, as well as creating and disseminating resources to support schools. Performs related work.
Reports to: Superintendent and support schools in various superintendencies
Direct Reports: Multilingual Learner/English Language Learner (MLL/ELL) Compliance and Performance Specialists within the superintendent’s teams.
Key Relationships: Works collaboratively with Division of Inclusive and Accessible Learning (DIAL) and other Central divisions to support cross-functional and differentiated MLL/ELL compliance-related supports to schools and partner with other Superintendent's offices to provide MLL/ELL compliance supports to schools in assigned Superintendent's caseloads.
Responsibilities
- Develops a strategic plan to address the MLL/ELL instructional and compliance needs (in assigned superintendencies) by supporting bilingual teachers, ESL teachers, and all MLL/ELL classroom teachers and supporting the implementation of the Superintendent’s office’s specific, measurable, attainable, relevant, and time-bound (SMART) goals, needs assessments and professional development plans.
- Collaborates with key stakeholders to analyze the Language Allocation Policies (LAPs) of schools in order to promote instructional progress for MLL/ELLs.
- Ensures that assigned Superintendent’s office has a system in place for regularly assessing and evaluating that their schools have LAPs that align with the Superintendent’s office’s MLL/ELL instructional plan.
- Builds capacity of Superintendent’s office MLL/ELL liaisons to leverage assessment and other data to target supports and resources for schools, teachers and students assisting schools in managing the data accessible through NYCPS systems and in using formative data to make instructional decisions for MLL/ELLs.
- Plans meetings and ongoing coaching sessions for Superintendent’s office MLL/ELL Service Coordinators and school-based instructional and administrative staff within the Superintendent’s office.
- Introduces relevant research, materials and resources to address instructional needs identified within-school communities, while remaining aware that there is great diversity among MLL/ELLs regarding age, previous schooling, immigration experience, culture and socioeconomic status.
- Facilitates and/or conducts professional development series to School Finance and Human Resources and/or teachers of MLL/ELLs on best instructional practices that address the academic, linguistic and cultural needs of MLL/ELLs as schools implement the NYS approved learning standards.
- Collaborates with other Superintendent’s office leaders to ensure that the instructional practices and service models of schools are aligned with research, regulations and mandates. The Director will use best MLL/ELL instructional practices that address the academic, linguistic and cultural needs of MLL/ELLs while implementing the NYS approved learning standards.
- Participates in professional development for further understanding of instructional practices for implementing a standards-based curriculum across the Superintendency.
- Works to establish stronger community relationships, partnerships and initiatives to support immigrant families and their students who are MLL/ELLs.
Qualification Requirements:
Minimum
Must currently possess or will possess by date of hire, New York State certification as a school district administrator (SDA) or school district leader (SDL); or the Administrator Certificate plus Superintendent extension. Please Note: We do not accept internship certificates.

Plus
- Valid Bilingual Extension certification and/or ESL certification.
- Three (3) years of successful experience as a public or private school principal and/or major supervisory and instructional experience at the central office level.
Preferred
- Respected, highly skilled instructional leader with broad experience as an educator across roles and student populations, e.g., general education, MLL/ELL and special education.
- Commitment to outcome based accountability, data driven decision making, differentiated instruction and continuous adult learning as drivers of improved student outcomes.
- Strong service and support orientation and facilitative style towards schools and school communities.
- Understanding and ability to support the instructional needs of English Language Learners at all stages of English acquisition.
- Comprehensive knowledge of the educational needs of the diverse segments of MLL/ELLs in grades K-12, including newly identified and emerging groups of MLL/ELL students relative to funded program initiatives.
- Thorough knowledge of all MLL/ELL funded program mandates including the Chancellor’s Initiatives and all state and federally funded programs and related compliance issues.
- Superior abilities in analyzing data to identify trends and patterns, developing and implementing plans for instructional and programmatic enhancement and designing and conducting professional development/technical assistance programs and strategies.
- Extensive expertise and experience in at least one (1) of the following areas: bilingual education programs, English as a Second Language (ESL) programs, Dual Language programs, MLL/ELL program management, MLL/ELL funded program management and bilingual/ESL programs and/or funded program monitoring.
- Excellent communication skills including the ability to communicate clearly and effectively spoken, written and through the use of technology.
- The ability to set project standards and monitor progress, communicate interim and final results DIAL, the NYCPS community and to policy making audiences.
- The understanding and ability to tap into local and national resources in relevant areas.
- Excellent and effective communication skills including the ability to write well and make clear, concise and spoken presentations.
- Superior ability to manage and administer large-scale initiatives and engage leaders.
- Prior experience as a Compliance/Instructional Specialist on a central and/or district level, and/or school-level supervisory and staff development experience.
- Understanding of knowledge management and integration at the school and classroom levels as well as organizing and managing the sharing of best practices.
- Knowledge and ability to apply theories of effective practices for:
- data driven instructional practices and student achievement;
- development of academic literacy; and
- use of instructional technologies and differentiated instructional strategies.
- Ability to be a self starter who works effectively as a member of a team.
- Ability to be a solutions oriented problem solver.
Salary: $170,912 - $188,004
