Position Summary: Under the direction of the Executive Director of School Based Evaluations, the Director of Inclusion and Transition Supports provides strategic leadership, policy guidance, and operational oversight for the Office of Supervisors of School Psychologists.
The Director leads system wide initiatives to strengthen evaluation practices, preschool to kindergarten transitions, inclusive programming across all grades, and the development of appropriate recommendations along the full continuum of special education services. This includes oversight of referral, evaluation, and placement trends, with a focus on promoting access to the least restrictive environment and ensuring that community schools are equipped to meet the needs of students with disabilities.
The Director serves as a key liaison across central offices, districts, and external partners, providing expertise in special education policy, assessment practices, and program development while supporting long term strategic planning, compliance, and capacity building initiatives. Performs related work.

Responsibilities
- Supports districts identified with a high number of D75 students during the KIP process by reviewing student recommendations to determine appropriate instructional strategies and specialized services that can be implemented within inclusive community school settings. This includes assessing the appropriateness of current recommendations and identifying the need for additional evaluations or meetings to ensure the most inclusive and effective placements.
- Responds and collaborate with all stakeholders, including parents, to monitor and resolve KIP escalations.
- Reviews and supports the RFA process for neuropsychological and other specialized evaluations for students transitioning to kindergarten.
- Provides strategic leadership for the Office of Supervisors of School Psychologists, ensuring alignment with NYCPS priorities and special education policy.
- Develops and implements system wide strategies to improve the timeliness, quality, and equity of school based evaluations and IEP recommendations.
- Advises the Executive Director on policy, systems improvements, and resource allocation informed by data analysis and field feedback.
- Leads long term initiatives to strengthen evaluation systems, preschool to kindergarten transitions, and inclusive programming across all grades and districts.
- Partners with and develops Supervisors of School Psychologists through coaching and professional development, ensuring the effective execution of operational and clinical workstreams and initiatives.
- Builds leadership capacity through coaching, professional development, and clear performance expectations.
- Supports clinical understanding and practices of supervisors of school psychologists, school psychologists, and Psychologists in Training (PIT) citywide through a variety of professional development opportunities to strengthen assessment, intervention, and decision making aligned to student needs and inclusive practices.
- Establishes accountability structures to ensure high quality supervision, service delivery, and compliance.
- Supports supervisors in managing caseloads, staffing needs, and operational challenges.
- Oversees the implementation and effectiveness of the Transition and Inclusion Itinerant school psychologists and social workers, ensuring timely, high quality transition evaluations and strong collaboration with families, preschool providers, and school teams.
- Monitors referral, evaluation, and placement trends to drive continuous improvement and strategic planning.
- Leads system wide efforts to ensure IEP teams make appropriate recommendations aligned to the least restrictive environment.
- Oversees case review processes for students considered for District 75 (D75) placements, ensuring the full continuum of services is explored.
- Partners with district and school leaders to expand and strengthen programming within community schools to meet diverse student needs.
- Analyzes data to identify trends in referrals, evaluation timelines, and placement decisions; develops and monitors action plans to improve compliance with federal, state, and local mandates.
- Provides expertise in special education policy, eligibility, assessment practices, and program models.
- Monitors and reviews citywide data and recommendations related to caseload and leads clinical consultation with school psychologists, school administrator, district administration, and supervisor of school psychologists.
- Oversees operational systems, including assessment material procurement and inventory management.
- Collaborates with district and central offices to implement targeted improvement plans, conduct school visits, and align evaluation practices with instructional and operational priorities.
- Liaises with preschool teams to provide coaching and professional development on school based special education continuum of services and inclusive practices.
- Performs other related responsibilities and initiatives as assigned by the executive director or designee in accordance with their title and license.
Qualification Requirements:
Minimum
Applicants must possess a valid New York State certificate in School Administration/Supervision (SAS), School District Administrator (SDA), School Building Leadership (SBL), or the Administrator Certificate. We do not accept internship certificates.

Preferred
- Three (3) years of experience as a school/ district leader.
- Knowledge of the continuum of services, Regulations of the Commissioner and Chancellor's Regulations.
Salary: $154,038 - $181,604
NOTE: The filling of all positions is subject to budget availability and/or grant funding.
