Borough Director of Student Suspensions, OSPP, LIV-EA67

Position Summary: Reporting to the Citywide Director of Student Suspensions and Hearings, the Borough Director of Student Suspensions provides oversight and coordination of the borough’s elementary schools’ collaborative suspension program and serves as a liaison to the borough’s middle and high school Alternate Learning Centers (ALCs). The Borough Director oversees intake, placement and return procedures, attendance, crisis intervention, conflict resolution, staff capacity building issues, and collaborative work with applicable community based organizations at the elementary school level. At the middle and high school level, the Borough Director coordinates with the ALCs to support effective support services and ensure compliance with all relevant Federal, State and local mandates and citywide policies. Performs related work.

Reports to: Citywide Director of Student Suspensions and Hearings

Direct Reports: Early Resolution Counselors (Teacher Assigned A)

Key Relationships: The Borough Director of Student Suspensions works closely with the Borough Hearing Office Supervising Attorney, the Alternate Learning Center Principal and staff, Borough Safety Directors, Principals and Deans of K-12 schools in specified borough, Children Advocates, OSPP Data team and the Special Education Team. 

Responsibilities

• Supervises the student suspension intake/placement for requests for both Superintendent’s and Principal’s suspensions, in accordance with Citywide Behavioral Expectations on behalf of the Executive Director.
• Supports school leaders in progressive discipline decision making aligned to the Citywide Behavioral Expectations.
• Supervises and provides training and professional development for the Early Resolution Counselors (Teachers Assigned) within the office.
• Investigates and writes all appeals for Principal’s suspensions on behalf of the Executive Director of OSPP.
• Coordinates with the Citywide Director of Student Suspensions and Hearings to ensure seamless communication between Intake Officers and Hearing Office staff.
• Oversees the planning, coordination, implementation, and evaluation of the Elementary School Suspension Buddy Plan.
• Facilitates communication between elementary schools sending and receiving suspended students to improve efficiency.
• Coordinates with ALC principals to ensure effective operations support services at each borough’s ALC serving middle and high school students on suspension.
• Works with all applicable New York City Public Schools (NYCPS) offices to ensure that suspension programs provide all appropriate services required by Federal, State and local mandates.
• Serves as the dedicated liaison for all matters pertaining to suspensions when OSPP support is needed.
• Manages the suspension early reinstatement review process at the elementary, middle and high school levels in collaboration with the Alternate Learning Center, on behalf of the Executive Director of OSPP.
• Collects and analyzes data to modify and improve program design and ensure the implementation and maintenance of comprehensive and accurate records management (including attendance records).
• Responds to data and information requests pertaining to student suspensions.
• Manages inquiries from parents and principals.
• Reviews, on behalf of the Executive Director, all voluntary, post suspension and involuntary student transfer requests, and collaborates with the Office of Student Enrollment.
• Reviews borough data and creates goals aligned to closing disparities and disproportionality.
• Provides professional development for NYCPS staff on the Citywide Behavioral Expectations related topics.
• Communicates and collaborates on all planning efforts for summer school, citywide training and other OSPP safety events.

Qualification Requirements:

Minimum

Applicants must possess a valid New York State certificate in School Administration/Supervision (SAS), School District Administrator (SDA), School Building Leadership (SBL), or the Administrator Certificate. We do not accept internship certificates.

Preferred

• Knowledge of the Citywide Behavioral Expectations, Chancellor’s Regulation A443 as it relates to student suspensions, and Chancellor’s Regulation A450 regarding the involuntary transfer of students.
• Successful experience working in a fast paced decision making setting.
• Excellent written and spoken communication skills.
• Strong working knowledge of online applications, such as OSPP Next Generation systems, OORS, SOHO, ATS, Student profile and Power BI.
• Ability to prepare and facilitate professional development on various topics aligned to the Citywide Behavioral Expectations.
• Working knowledge of the Manifestation of Disability Review (MDR) process for students with disabilities.
• Proficiency with Microsoft Office 365 Suite.

Salary: $154,038 - $181,604

NOTE: The filling of all positions is subject to budget availability and/or grant funding.
