Executive Director of Literacy
Position Summary: The New York City school system is the largest in the country, composed of approximately 1.1 million students and 80,000+ teachers in over 1,800 schools.
The Executive Director of Literacy is responsible for leading and facilitating the strategic engagement between principals and teachers, district and Borough/Citywide Office staff, the Division of Teaching and Learning, and external partners that will be driven by the needs of the schools that they support and the Chancellor’s priorities. Reporting to the Senior Executive Director of Curriculum, Instruction and Professional Learning in the Division of Teaching and Learning, the Executive Director of Literacy will oversee the development and implementation of key initiatives within Literacy and act with significant discretion as an advisor to the Senior Executive Director of Curriculum, Instruction and Professional Learning (CIPL) as well as to other offices within the NYCDOE. The Executive Director of Literacy will oversee the design, development, and delivery of professional development and resource development to the field and to internal constituents, focusing on a broad range of topics within literacy, academic intervention, and school library services, as well as oversee the operation, regulatory, and policy-related tasks and initiatives. Performs related work.
Reports to: Senior Executive Director of Curriculum, Instruction and Professional Learning
Direct Reports: Director of AIS, Director of Literacy, Director of School Library Services, Instructional Specialists within these teams, and support staff.
Key Relationships: Chancellor’s Office, Deputy Chief Academic Officer for Teaching and Learning, Senior Executive Director of Curriculum, Instruction and Professional Learning, Office of the First Deputy Chancellor, Division of Specialized Instruction and Student Support (DSISS), Division of Multilingual Learners, superintendents, Borough/Citywide Office (B/CO) staff, teachers and principals, and various offices/divisions within the DOE, as well as external stakeholders.
Responsibilities
- Identify K-12 school-based professional learning needs that align to prioritized DOE and State academic policy initiatives, with a focus on the instructional implications of implementing these policies in schools.
- Manage cross-functional relationships with other DT&L and DOE leadership to identify and improve the alignment of CR-SE policies, divisional strategies, and the vision, values, and strategies of the NYCDOE.
- Develop a suite of regularly scheduled and on-demand, interactive trainings for various citywide, district, B/CO and school-based audiences, principals and school administrators, and school-based teacher teams.
- Identify appropriate learning formats for various audiences, and design professional learning activities that address audiences through various training formats, e.g., in-person trainings in large and small-group formats, as well as webinars and online formats.
- Advise central leadership on DOE literacy initiatives, focusing on aligning literacy instruction to academic policies, NYSED regulations, and the research literature on effective instruction, as well as supporting the transition to the Next Generation Learning Standards.
- Lead the design and development and deliver interactive, in-person trainings and professional development sessions for varied audiences focusing on school-based structures in literacy instruction, assessment, and intervention models and strategies within literacy.
- Direct research that captures and codifies best practices in aligning academic policy and instructional work in schools.
- Manage high-capacity resource development and delivery of related high-volume professional development involving exemplary writing and editing skills and knowledge of content.
- Work in partnership with the New York State Education Department (NYSED) on the implementation and delivery of State learning standards in Literacy.
- Interface with the State and Federal Departments of Education to align content standards and regulations.
- Develop policy for literacy, school library, and AIS practices for schools citywide, including the development of robust programs for summer school, extended school days, Saturday school, holiday academic intervention programs in the school day, and credit accumulation plans for at-risk students as needed.
- Recommends to the Senior Executive Director of Curriculum, Instruction and Professional Learning adoption of courses of study, curriculum, teaching materials, etc. that exemplify CR-SE educational practices needed in NYCDOE schools.
- Lead the facilitation and organization of sharing best practices, reflecting current research in literacy, school library initiatives, and AIS instruction throughout the varied school support structures, and build the Departments’ teams’ capacity in this regard.
- Lead the team of ELA instructional specialists; develops and deliver professional development events and resources that reflect the latest research, standards, and policy in literacy instruction.
- Provide consultative expertise in literacy to a broad range of constituents, reflecting the full range of evidenced student needs.
- Represent the office of Curriculum, Instruction and Professional Learning in internal and external high-level meetings.
- Make key policy decisions related to Literacy.
- Lead support for the implementation of the citywide core curriculum in literacy.
- Develop, maintain, and ensure a rigorous and equitable educational experience in literacy across all schools.
- Oversee the implementation of library automation in individual schools and the development of citywide automation standards.
Qualification Requirements:
Minimum
Must currently possess or will possess by date of hire, New York State certification as a school district administrator (SDA) or school district leader (SDL). Please Note: We do not accept internship certificates.

- Experience supervising principals and teachers.
- Excellence in developing thoughtful and creative approaches to adult learning, particularly for principals.

- Success in a senior leadership role within a large complex organization.
- Ability to work under pressure and navigate an environment that is extremely high-paced with projects under tight and changing deadlines
- Cross-functional knowledge of curriculum content and development, student achievement, and instructional practices and policies
- Respected, highly skilled instructional leader with broad experience as an educator across roles and student populations, e.g., general education, English Language Learners, and special education.
- Experience in producing positive instructional outcomes for all students.
- Outstanding presentation and communication skills.
- Experience or working knowledge of the public sector and/or interest in public education.
- Excellent written and spoken communication and presentation skills and ability to produce high-volume writing, both scheduled and on-demand.
- Excellent interpersonal skills in dealing with education and non-education personnel, internal and external to the DOE.
- Well organized with strong attention to detail.
- Ability to thrive in and enjoy working in a team-oriented, high-pressure environment.
Salary: $ 141,915+
